Anthropic has updated its usage policy for Claude for the first time in over a year. Alongside changes covering propaganda, weapons and surveillance, the policy now bans users from systematically abusing the model.
"Sustained and needless abusive or cruel behavior" toward Claude is now prohibited. Anthropic can warn violators or throttle, restrict, suspend or terminate their access.
What counts as abuse
The company stresses the rule is aimed at extreme cases only. It does not apply to common frustration, pushback, dark creative themes, or model testing and research.
The approach builds on Anthropic's research into AI model welfare. Earlier Claude models could already end conversations on their own when users kept demanding harmful or abusive content despite repeated refusals.
Real-time safeguards in Anthropic's products can also block or limit certain outputs as they happen.
A wider crackdown on misuse
The same policy update tightens restrictions on election interference, deceptive campaigns, weapons software, drone weaponization and surveillance.
In use cases affecting health, legal rights, finances, livelihood or access to essential services, the company now requires a human in the loop and clear labeling of AI use.
The update landed the same day OpenAI disclosed it had shut down Iranian and Russian influence operations using its models, a sign the frontier labs are moving together on misuse.
