Bill Gates has said that AI will be designed ‘by and for the richest’ without regulation
Bill Gates is putting real money behind his latest warning about artificial intelligence.
The Gates Foundation has pledged $1 billion over the next two years to expand AI access across developing nations, an announcement made alongside the foundation's annual Goalkeepers report. The goal is to make sure AI serves the world's poorest, not just its richest.
The warning
Without intervention, Gates says the technology's trajectory is clear.
"AI will be designed by and for the richest people in the world," he warned.
The foundation's argument is that market dynamics naturally push AI toward high-margin consumers first. Left to the market alone, AI tools get built for those who can pay — and the people who need them most get served last, if at all.
Where the money goes
The $1 billion is targeted at three areas.
Roughly 40% will fund AI in healthcare, including diagnostics and clinical record review. Another 40% goes to education, with virtual tutoring a headline use case. The remainder funds agricultural technology and digital infrastructure.
Gates wants global rules
The pledge comes as Gates pushes harder for AI regulation. In a recent interview, he called AI an "alien intelligence," said no government is ready for what's coming, and called for an international organization to regulate the technology.
President Trump has rejected calls for a pause on AI development, so the rules Gates wants aren't arriving anytime soon.

What this means for the options market
A $1 billion institutional push into AI-for-development is another demand signal for the AI buildout trade. Every new wave of AI adoption — in clinics, classrooms, and now across the developing world — ultimately runs on the same hardware and cloud infrastructure.
Watch the AI stack for flow: NVDA, MSFT, and GOOGL. Regulatory headlines from Gates' camp are worth tracking too — an international AI regime would land directly on the mega-caps.
