BlackRock's Larry Fink Says a Data Center Moratorium Could Trigger a Recession

The warning from the world's largest asset manager

BlackRock CEO Larry Fink says a moratorium on data center construction could trigger a recession in the United States, per CNBC. "If we have a moratorium of some sort in this country, we will be in a recession," Fink said in a CNBC interview on Wednesday, after BlackRock reported stronger-than-expected third-quarter results. "So much of our economy is based on the buildout of this capex."

Backlash building ahead of the midterms

Fink's comments arrived as data centers have become a live political fight ahead of the November 3 midterms, with communities objecting to the facilities' electricity demand, water use and strain on local grids. By July, at least 100 localities had approved moratoriums, and New York has paused certain permits for up to a year, according to Brookings. Public opinion has moved with the politics: a Pew Research Center survey found about half of Americans now say data centers are mostly bad for home energy costs, and an Annenberg survey this summer found 61% of Americans oppose new data centers in their area.

Fink dismissed much of the backlash as "misinformation," saying "data centers are not the problem" and pointing to the construction jobs and energy-infrastructure demand the buildout creates. The scale backs his economic point: Moody's estimates US data center capital spending will reach roughly $700 billion this year and as much as $2.48 trillion through 2030, and Fink said BlackRock has spoken with chipmakers including AMD and Broadcom about new financing models for AI hardware.

If one spending line is carrying GDP growth, anything that threatens it is a market story. BLK made the argument, but the exposure sits with the builders and suppliers: NVDA, AVGO and AMD on the chip side, and power and grid names on the physical side. Moratorium headlines at the state level are now a headline risk for the whole AI complex in QQQ.
