Canada to Fast-Track Pacific Link Oil Pipeline to Diversify Economy Away From the U.S.
The Announcement
Prime Minister Mark Carney said Thursday that Canada will fast-track the approval process for a new proposed crude oil export pipeline to its west coast. The Pacific Link pipeline could generate over C$20 billion ($14 billion) a year in GDP.
Ottawa will officially list the project as one of national interest, which lets it proceed through a single federal regulatory review process. Carney said the government aims to complete the process by September 1, 2027.
"A pipeline to the west coast is part of our mission to transform our economy, to double our non-U.S. exports over the next decade ... (and) to unlock our full potential as a global energy superpower," Carney told reporters in Fort McMurray, Alberta.
Why It Matters
The pipeline, announced in July, is a 1 million barrel-a-day project. Ottawa says it would create 140,000 jobs and generate C$100 billion in government revenue by 2060.
Canada currently has just one east-west oil export pipeline: the 890,000-barrel-per-day Trans Mountain line, whose expansion was completed in 2024 but is already running at capacity. For years, more than 90% of Canada's crude exports have gone to the U.S. via pipeline.
A new route could make Canada a major global energy supplier, as Asia's top importers seek oil from outside the Middle East in the wake of the Iran conflict. The pipeline will be built by government-owned Trans Mountain Corp in coordination with Pembina Pipeline Corp. Alberta estimates the cost at C$35.2 billion to C$43.7 billion.

Pipeline approvals are multi-year catalysts, and energy names with direct exposure tend to see call flow build on these headlines. Pembina Pipeline ($PBA) is the listed name directly involved in the build.
