A Florida state grand jury has concluded that Governor Ron DeSantis’ administration “misappropriated” $10 million in taxpayer money. The funds, originally from a Medicaid settlement, were diverted to a charity linked to the First Lady, Casey DeSantis, and subsequently used for political purposes. Despite the findings, the grand jury did not recommend criminal charges, citing insufficient evidence to identify who specifically directed the funds.
The Medicaid Settlement Diversion
The $10 million in question originated from a larger $67 million Medicaid settlement in 2024 between Florida and Centene Corp. (CNC), a managed healthcare provider. These funds were intended to provide health insurance for low-income children in the state.
Instead, the grand jury report indicates the money was routed to the Hope Florida Foundation, a charity initiative spearheaded by First Lady Casey DeSantis. Centene’s lawyers reportedly expressed concerns about this diversion, requesting specific language in the settlement to clarify the state’s directive.
Funds Funneled to Political PACs
Following its transfer to the Hope Florida Foundation, the $10 million was then split between two nonprofit groups: Secure Florida’s Future and Save Our Society From Drugs. A significant portion, $8.5 million, was then directed to Keep Florida Clean, a political action committee (PAC).
At the time, Keep Florida Clean was staffed by James Uthmeier, who served as DeSantis’ chief of staff and was later appointed Florida Attorney General. Further transfers saw $9 million go to the Republican Party of Florida and $1.23 million to the Florida Freedom Fund, another PAC chaired by Uthmeier.

Political Objectives and Grand Jury’s Stance
These politically directed funds were reportedly used to oppose two ballot measures in November 2024: one seeking to establish abortion rights and another to legalize recreational marijuana in Florida. Both measures ultimately failed to pass.
The grand jury concluded that the funds were “misappropriated as part of a sophisticated scheme to fund political activities.” However, it found “insufficient evidence to charge anyone criminally,” noting that “nobody will take responsibility” for the initial decision to send the $10 million to Hope Florida.
DeSantis Administration Responds
Governor DeSantis has defended the settlement as “legally sound” and “appropriate,” stating it “advanced the interest of state.” He denied any diversion of Medicaid funds, asserting it was a private contribution from Centene to a state agency. DeSantis also suggested that the only crime was the leak of the sealed grand jury report.
