Washington reportedly used Nvidia AI chips as a bargaining chip, literally, to help push Armenia and Azerbaijan across the finish line on a preliminary peace deal. According to the WSJ, when fragile peace talks between Armenia and Azerbaijan looked in danger of collapsing last year, American negotiators used the promise of access to Nvidia’s artificial-intelligence chips to help secure a preliminary peace deal.

The chip diplomacy angle

The agreement concerned expanding permits for the acquisition of modern AI chips for Armenia’s Firebird project. The publication calls this approach an example of “chip diplomacy” — when access to advanced technologies is used as a foreign policy tool.

US negotiators concluded in 2025 that Armenia would be more likely to move forward with an agreement if the peace process was accompanied by closer economic ties with the United States. The inducement was conditional access, not aid or a security guarantee, which gives Washington an ongoing lever it can tighten or loosen.

What Armenia actually got

The effort, which was announced by Nvidia in June, will bring the first large-scale AI data center to the region. The 100-megawatt facility, backed by an initial $500 million investment, will use AI servers from Dell Technologies and Blackwell processors from Nvidia.

The Hrazdan project is expected eventually to cost more than $5 billion, according to the WSJ. Its developers plan to install about 70,000 of Nvidia’s latest AI servers and reach roughly 300 megawatts of computing capacity by the end of 2027.

The signing and the political win

On August 8, 2025, Pashinyan and Azerbaijani President Ilham Aliyev met US President Donald Trump at the White House. Armenia and Azerbaijan initialed the text of their 17-article peace agreement and signed a joint declaration outlining further steps toward normalization.

Armenia and the United States separately signed three memoranda covering connectivity, energy security, and cooperation on artificial intelligence and semiconductors. Montana Republican Senator Steve Daines, who met Pashinyan in Armenia in May 2025 alongside members of the White House negotiating team, described the chips as a significant political gain. “Getting the chips was a crucial political win,” he told the newspaper.

Why traders should care

Sovereign AI buildouts are turning into a foreign policy instrument, and NVDA is the currency. That is a structural tailwind for demand tied to export licensing, not just enterprise capex cycles.

G42, the Abu Dhabi AI company, is exploring the sale of a majority stake to American companies. The purpose is to secure chip access past April 2027.
