Obama: Federal Government Is Less Corrupt Than Ever Before

Former President Barack Obama is drawing attention with a claim that runs against the prevailing mood in Washington. He says the federal government is less corrupt than at virtually any point in U.S. history, even as Americans’ perceptions of government corruption have climbed to a record high.

What Obama actually said

The remark came from an episode of his newly launched podcast, ‘A Great Book with Barack Obama,’ a six-episode series that premiered on Amazon’s Audible platform Thursday. In the third episode, he speaks with Pulitzer Prize-winning historian Jill Lepore about Robert Penn Warren’s 1946 novel ‘All the King’s Men’.

‘People are always surprised when I tell them the federal government is so much less corrupt than probably it’s ever been, in terms of just pure bribes or patronage or favors,’ he said.

The historical argument

Obama argued that reforms which reduced patronage and other forms of political dealing also stripped away some of the transactional tools lawmakers once used to build coalitions, pointing to former President Lyndon B. Johnson’s era and saying reforms before and after Watergate eliminated or greatly reduced the ability of political machines to trade votes and favors.

His broader point was that civil-service rules and anti-patronage reforms helped eliminate many of the direct exchanges that once powered political organizations, but also stripped away some of the bargaining tools party leaders once used to assemble coalitions and move legislation.

Public perception says the opposite

Americans’ perceptions of government corruption in the U.S. are at their highest level in 20 years, with 89% of U.S. adults saying it is widespread, up 10 percentage points from last year and well above readings in the 72% to 79% range between 2010 and 2025.

Obama was talking specifically about bribery, patronage and favors, while polls asking Americans whether government corruption is widespread capture a much broader perception, making the two measures difficult to compare.

The political context

The comments come as Democrats try to turn corruption into a midterm issue, particularly around President Trump’s business dealings and personal profits.

Gov. JB Pritzker (D-IL) claimed on ABC’s This Week that President Donald Trump’s presidency is ‘the most corrupt presidency that we’ve seen in our lifetimes, maybe ever in the United States,’ adding that it is one of the things Democrats can run on in ’26.
