Pentagon "Increasing" Nuclear Options for the President, Undersecretary Colby Says

BREAKING: The Pentagon is "increasing [nuclear] options available to the President," per Ken Klippenstein.

The disclosure came from Undersecretary of War Elbridge Colby, who told the Senate Armed Services Committee the Pentagon is "increasing [nuclear] options available to the President for purposes of deterring or responding effectively to a nuclear contingency."

What Colby Disclosed

The statement came in an update on implementation of the 2026 National Defense Strategy, submitted to the Senate on September 22. The Senate was briefed in a closed hearing earlier this month.

Colby has been making the case for a limited nuclear strike capability since 2011, arguing it gives the president a middle option between doing nothing and Armageddon.

The expansion of options is understood to involve lower-yield nuclear weapons, often called tactical nukes, plus a nuclear sea-launched cruise missile that earlier administrations had shelved.

The Debate

Nuclear policy experts warn this approach blurs the line between conventional and nuclear forces and lowers the threshold for nuclear war.

Proponents argue the U.S. must deter Russia and China simultaneously, plus a growing roster of regional nuclear threats including Iran.

A 2026 Pentagon nuclear posture review, ordered by Trump and led by Colby, is still underway and may not be public before year's end.

What It Means for Markets

Defense spending is the direct read-through. Any expansion of nuclear programs flows to the prime contractors and the uranium supply chain.

Watch the primes: Lockheed Martin, RTX, and Northrop Grumman, the core nuclear-deterrent industrial base.

On the fuel side, Cameco is the pure-play uranium name that moves when nuclear policy accelerates.

Geopolitical risk also feeds volatility. Rising tensions tend to bid up put demand on SPY, which shows up in skew and elevated GEX walls.
