In October, President Joe Biden's administration requested nearly $106 billion from Congress to fund extensive plans for Ukraine, Israel, and U.S. border security. However, the Republican-controlled House, with a slim majority, rejected the package. National Security adviser Jake Sullivan emphasized the importance of supporting Ukraine, framing a vote against it as a move that would enhance Vladimir Putin's strategic position.

White House budget director Shalanda Young warned that cutting off funding and weapon supplies to Ukraine could lead to Russian victories, stressing that without congressional action, resources for procuring weapons and equipment for Ukraine would run out by the end of the year. Congress had previously approved over $110 billion for Ukraine, but no funds have been approved since Republicans assumed control of the House in January.

The failure to consider the recent funding request has raised concerns about the approval of future funding for Kyiv, especially after the House passed a bill in November with funding for Israel but not Ukraine. Young highlighted the crucial role of U.S. support for Ukraine in preventing larger conflicts, involving NATO and risking U.S. forces, and in deterring future aggression. The letter addressing these concerns was sent to congressional leaders, including Senate Majority Leader Chuck Schumer, Senate Republican leader Mitch McConnell, House Republican leader Mike Johnson, and House Democratic leader Hakeem Jeffries.
