The Trump administration says it will send $500 rebate checks to roughly 1 million Americans it claims were overcharged for coverage sold through the federal Obamacare exchange, with payments starting in October.

What was announced

The Trump administration is pledging to send $500 rebate checks to nearly 1 million Americans who the White House says were overcharged for ObamaCare coverage. In a recorded message posted to the White House X account Thursday, President Trump alleged without evidence that the Biden administration was massively overcharging enrollees on the federal health insurance exchange and then hiding it.

Trump said in a video statement posted by the White House that $500 checks would be mailed in October to 1 million people in 30 states that used Healthcare.gov, the federal marketplace where people sign up for Obamacare health insurance.

Where the money comes from

The money for the rebates would come from what the White House says is a $500 million fund of excess user fees, which are paid by insurance companies to the government to help run healthcare.gov. The fees have typically been used to cover services like technology support, call center operations and outreach efforts to enroll more Americans in health insurance plans.

About $1.2 billion in unspent fees had accumulated when former President Joe Biden took office in early 2021, according to an analysis by KFF, a nonpartisan health policy research group. The money had been adding up largely because the first Trump administration greatly reduced spending on enrollment assistance, marketing, the healthcare.gov website and the federal ACA call center.

Who actually qualifies

Eligible enrollees are those living in the 30 states that used the federal exchange, healthcare.gov, and did not qualify for premium subsidies. (The vast majority of the ACA’s enrollees are subsidized.) The checks will start being sent in October.

Details of the plan were murky: the eligibility criteria, how the $500 amount was determined, the enrollment period when the alleged overpayments occurred, the exact funding source and whether it needs congressional sign-off remain open questions.

The political backdrop

The promise comes after Trump pledged Wednesday to send every American adult $5,000 if Republicans retain control of the House and Senate in the midterm elections and as affordability has become a central issue for voters heading into November.

The ACA already has a mechanism for health insurance companies to send rebates to consumers who are overcharged, and it’s not known how Trump’s plan will interact with the existing function.

UNH — UnitedHealth is the largest US health insurer and a bellwether for any ACA policy shift. Watch for flow around headlines on subsidy expirations and marketplace enrollment trends.

CI — Cigna is worth monitoring for any spillover on user-fee policy and broader ACA rulemaking.
