Trump administration plans to end Gaza war with immediate halt to all military operations

The Trump administration has put forward a 21-point proposal for Gaza that would require Hamas to release all hostages within 48 hours of a deal and outlines a roadmap for the territory once the war ends, according to a source familiar with the plan.

President Donald Trump has expressed optimism that an agreement can be reached, saying on Friday that negotiators are “very close” to a deal, only days after his envoy suggested a “breakthrough” was within reach.

On the ground, Israel’s offensive in Gaza has intensified, with the Israel Defense Forces (IDF) pressing further into Gaza City and forcing many residents to flee, even as Israeli Prime Minister Benjamin Netanyahu vowed on Friday that the war would continue until Hamas is destroyed.

The proposal could create political challenges for Netanyahu, since it acknowledges aspirations for a Palestinian state—an outcome opposed by key members of his government. Under the plan, the release of the hostages—around 20 believed to still be alive—would be tied to a phased withdrawal of Israeli troops from Gaza, the source said.

Hamas would be barred from any future role in governing Gaza under the plan. Instead, it envisions two interim layers of governance: an international body with overall authority and a Palestinian committee.

The proposal does not specify a timeline for transferring governance to the Palestinian Authority (PA), which holds limited authority in the West Bank under significant Israeli restrictions. The Israeli government has consistently rejected any PA involvement in administering Gaza.
