Trump Aides Are Preparing Financial Penalties for Millions of Americans in Default on Federal Student Loans
Collections are being staffed up, quietly
Trump aides are preparing to impose financial penalties on millions of Americans in default on their federal student loans next year, per WashingtonSun. The plans are unlikely to be announced before the midterm elections, according to five sources familiar with the matter cited by the Washington Sun, and the Treasury Department is moving forward with plans to hire private debt collectors, possibly as soon as November.

Nearly 10 million borrowers, and an internal fight over timing
The planning, which had not been previously reported, revives a policy the administration previously put on hold out of concern for the nearly 10 million borrowers in default on the government's $1.7 trillion student loan portfolio. Last year, the White House Office of Management and Budget began helping the Education Department prepare to seize federal benefits and wages from defaulted borrowers, but Treasury officials blocked the effort over the economic cost of punitive measures against workers. Since then, Treasury has launched an online portal and a Defaulted Loans Support Center meant to move borrowers into voluntary repayment first.
Some officials are pushing to begin garnishing wages and offsetting tax refunds for the current tax year, meaning refunds filed by the April 15, 2027 deadline could be seized, though sources cautioned the start could slip again until the support center is fully working. One source summarized the politics of the timing: "It would be politically insane to do this before the midterms." A federal student loan enters default after about nine months of missed payments, after which the government can intercept tax refunds, credits and federal benefits, or garnish wages through the borrower's employer.

Options market and stocks to watch
Collections on nearly 10 million defaulted borrowers would be a direct transfer from household budgets to the Treasury, which makes it a consumer spending story as much as an education one: servicers like NAVI sit closest to the contracts and the collections work, while XLY carries the spending that garnished wages and seized refunds would have funded.
