UK Government Urges Households to 'Be Ready' for National Emergency, Stock Up on Essentials, Per Bloomberg

UK Publishes 'Be Ready' Guidance for Households

The UK government has published guidance urging households to 'be ready' in the event of a national emergency by stocking up on essentials, per Bloomberg.

The guidance is part of the government's "Be Ready" campaign, launched by the Cabinet Office on October 22. It is the first stage of a three-year campaign.

The campaign asks households and businesses to be able to manage for three days if essential services are disrupted.

Defence Secretary Wes Streeting said he wants people to be "alert but not alarmed" amid accusations the advice was scaremongering.

What the Checklist Advises

The guidance advises three litres of water per person per day for drinking, or nine litres per person for three days. More water would be needed for cooking and washing.

For food, the checklist advises enough non-perishable food for three days, with a long shelf life and no need for refrigeration or cooking. Examples given include tinned meat, fish or vegetables, dried fruit and nuts.

Households are also advised to keep cash in a mix of coins and notes, in case electronic payments or ATMs are disrupted.

Other items on the checklist include a battery or wind-up FM radio, a torch with batteries, blankets and warm clothing, a first aid kit, hand sanitiser and wet wipes, and printed copies of important documents.

The government says supplies should be built up gradually during regular shopping, rather than through panic buying, and checked every six months for expiry dates.

Why Ministers Say It Is Needed

Security Minister Dan Jarvis said those who can follow the advice should follow it, describing it as simple steps to be ready for everyday emergencies that would reduce pressure on emergency services.

Streeting said households and businesses need to be prepared for increasingly sophisticated cyberattacks, disruption to essential supply chains caused by hostile state actors or terrorists, and severe weather.

"How would we cope if the payment systems at the local supermarket went down?" Streeting said.

He described threats from hostile powers targeting everyday infrastructure as state-sponsored terrorism, and said there was no specific incident behind the launch. The campaign covers emergencies including cyberattacks, floods, storms, wildfires and disruption to power, water, phones and the internet, per the government.

More than 500 organisations have signed up to share the campaign, per the Cabinet Office briefing reported on the launch.

What It Could Mean for Markets

The campaign is a resilience policy, not a warning of an imminent incident, and ministers stressed that point repeatedly. For markets, the read-through is in consumer stockpiling, payments resilience and cybersecurity spending.

Retailers that sell shelf-stable food, bottled water and household basics include WMT, COST, KR and DG. A gradual build-up, as the government advises, points to a small, spread-out lift rather than a panic-buying spike.

The cash and payments part of the guidance puts a focus on payment networks V and MA, whose volumes depend on electronic payments working. The cyber threat framing is also relevant for cybersecurity names such as CRWD and PANW.

UK exposure can be tracked through EWU. Options traders will be watching whether the headlines move flow in grocers and cybersecurity names, or whether the market treats the launch as background policy with no near-term earnings impact.

The Bottom Line

The UK is asking every household that can to hold three days of water, food, cash and basic kit, built up gradually.

Ministers presented it as everyday resilience against weather, cyber incidents and infrastructure disruption, not as a response to a specific threat.
