U.S.-Iran 60-Day Deadline Passes With No Deal, Hormuz Still Closed

Crude reacted immediately. U.S. crude oil futures rose 2.6% to close at $84.50 per barrel. Brent crude, the international benchmark, gained 2.7% to settle at $90.87.
What actually expired
The U.S. and Iran agreed to a memorandum of understanding on June 17 that was supposed to open the Strait of Hormuz while they negotiated a final deal on Tehran’s nuclear program within 60 days. That framework unraveled almost immediately over who controls the waterway.
The deadline passed without a breakthrough, and Washington and Tehran remain divided over the main issues, particularly the Strait of Hormuz and Iran’s nuclear program. According to a senior Iranian official who spoke with reporters, there are no talks about extending the 60-day period.
Iran shifts posture
Iran has decided to shift its policy from defensive to “fully offensive” due to the deadlock in efforts to agree on a permanent end to its war with the United States, a senior Iranian official told Reuters Monday.
“Iranian entities must be prepared to escalate tensions in the Strait of Hormuz and wider region, as Iran will be ready to make decisions and take action on difficult decisions,” the Iranian official told Reuters. Translation for traders: risk premium is not going away this week.

Hormuz remains a ghost town
Only five commodity vessels transited the Strait of Hormuz on Saturday and none on Sunday, according to Kpler, compared to 31 the prior weekend. Some ships may pass with their transponders off, meaning they may not be detectable, but transits are still a long way from the 130 ships that traversed the strait every day before the war started.
Control of the Strait of Hormuz, through which roughly a fifth of global oil and gas supply flows, has emerged as the central sticking point.
Trump’s stance
US President Donald Trump announced in a post on Truth Social after the MoU’s expiration that the “number one Goal” was to prevent Iran from having “in any way, shape, or form, a Nuclear Weapon.”
Meanwhile, Trump is seeking to strangle Iran economically and allow the situation to die slowly without any significant exchange of fire. Trump said the 60-day period was not a hard deadline, and there’s no indication its expiration will trigger more U.S. strikes.
Equity tape reaction
About 15 minutes into trading, the Dow Jones Industrial Average was down 0.3% at 53,585.28. The broad-based S&P 500 slipped 0.1% to 7,774.62, while the tech-rich Nasdaq Composite Index was flat at 26,724.05.
