White House Has Blocked the Transfer of Patriot Missiles to Ukraine, US Officials Say

The missiles exist, the signature does not

The White House has blocked the transfer of Patriot missiles to Ukraine, US officials have said. The transfer of interceptor missiles from countries friendly to Ukraine requires the approval of Pete Hegseth, the US defence secretary, and while Hegseth has not formally rejected the deals, he has not completed the steps required to approve them, sources told The Washington Post.

Because the interceptors are American-made, the United States retains control over whether allies can pass them to a third country. That leaves shipments that are built, paid for and, in some cases, financed by European governments waiting on a signature in Washington. A Ukrainian official told the Post last week that Kyiv had "only a couple" of the missiles left in its stockpile, the interceptors Ukraine relies on to stop Russian ballistic missiles aimed at its cities.

Kyiv says the delay is deliberate

President Volodymyr Zelensky has accused the US of deliberately delaying the delivery, telling a bipartisan group of US senators that the missiles are ready and could already be in Ukraine, but that there is still no approval. He added that several European countries are prepared to pull interceptors from their own stockpiles for Kyiv, and that those transfers are stuck in the same queue.

The delay lands as President Trump pushes a broader deal with Russia and presses Kyiv to halt its long-range strike campaign against Russian diesel refineries, which he blames in part for high energy prices. The Pentagon has continued to approve some other forms of assistance to Ukraine, and Secretary of State Marco Rubio acknowledged on Tuesday that some American missile interceptors may not have reached Ukraine, without offering a timeline for the approvals.

Patriot interceptors are an RTX product, built by Raytheon, and the PAC-3 MSE interceptor line belongs to LMT, so any change in transfer policy, expedited production funding or allied backfill orders runs through those two order books first. Air and missile defense demand is the most insulated part of the defense budget, and stalled transfers that later unblock tend to convert into rush orders rather than cancellations.

The wider complex, including NOC and GD, trades on the same Ukraine policy headlines. Watch for a formal approval decision or a congressional push to force one, and follow defense policy coverage on the Unusual Whales news feed.
